Eye primer is not a necessity, but it certainly does prep the skin around your eyes for makeup very well. I have hollow under eyes, so I go in with my usual skincare routine and a lightweight eye cream (I use a local brand), you can just spread out your normal face primer to your under eyes (that’s what I do and it works well).
